 Meet EJ

As we recover from the COVID pandemic, EJ McNulty brings an extensive background in the health arena that provides valuable experience and leadership. In the professional arena, she has experience working for healthcare nonprofits and health technology companies. She also worked in Governor Larry Hogan’s administration in the Office of Children as well as the Department of Health and served as Maryland’s point person representing the Lt. Governor’s Office with the General of Aberdeen Proving Grounds on national, state, and local efforts to combat the opioid public health crisis.

As a community activist, EJ has also held multiple civic, educational, healthcare, housing and children’s non-profit board positions, committed to improving our neighborhoods and the quality of life. Among her many activities, she is a Towson Communities Alliance-Leadership Delegate, Towson Arts Consortium Board Member; Parent Ambassador to The Odyssey School of Baltimore; Baltimore County Business & Economic Development Taskforce Appointee; Loyola-Blakefield School Mother’s Club Member and Class of 2022 Representative; and Chatterleigh Neighborhood Association –Executive Board Member.

Like many other women in Baltimore County, EJ had to step away from her

full-time career to care for an elderly parent whose health conditions were exacerbated by COVID-19, while fighting for the educational needs of a dyslexic child as schools were shut down. Throughout this experience, EJ networked with

District 42B Residents who felt a void in leadership during the pandemic crisis and urged her to run for Delegate so she can take her experience, education, community involvement and advocacy skills to Annapolis for the diverse communities of the District.

She studied at the University of Baltimore for a Master’s in Legal and Ethical Studies, and has a Bachelor of Arts from Notre Dame University of Maryland. She also holds a Foundations of Global Health Specialization Certification and a Covid-19 Contact Tracer Certification from the Johns Hopkins University: Bloomberg School of Public Health. As a married Mom of two teenage boys and a family dog, Oliver, EJ is often found cheering at local high school sports games, or after Sunday Mass, hiking with the family around Loch Raven on the weekend.
